（三）误导国际社会认知，损害大国关系和中国国际形象
首先，美国对台湾问题国际化的叙事建构引发国际社会对台湾的政治地位出现错误认知。台湾是中国的一个省级行政区划，台湾问题纯属中国内政；但美国的“台湾问题不是中国内政”的政治叙事，容易传播“台湾幷非中国一部分”的观念，进而误导国际社会对台湾政治地位的认知。例如，2022年5月，欧洲著名智库“全球安全”（GLOBSEC）对中东欧9国进行民调幷出台年度政治趋势报告，新增“台湾地位”调查，结果显示平均41%的中东欧民众认为“台湾是独立国家”，认为“台湾是中国一部分”的比例仅为13%。〔23〕当前，有越来越多的西方阵营政府高层附和拜登政府所抛出的“台湾问题不是中国内政”、“台海和平攸关全球”等说辞。例如，2023年4月，英国外交部长詹姆斯·克莱弗利在G7外长峰会后接受“卫报”采访提出，他“从根本上不同意台湾海峡是北京的内政”，幷称保持台海局势的稳定“符合所有人的利益”。〔24〕随着日本、德国、澳大利亚等美国盟友不同程度地追随美方相关论述，美西方在台湾问题上的“凝聚力”正不断增强，而台湾问题又属于中方核心关切，这一趋势必然会对中国与美西方国家的整体关系发展造成干扰，也使中国与西方大国关系的稳定发展受到影响。
其次，美方不断渲染台海局势升级以及大陆的“侵略者”形象使中国在国际上的形象受损。例如，2022年6月，北约峰会通过第8版“战略概念”（Strategic Concept）首次提及“中国挑战”，称“中国的雄心壮志和胁迫性政策挑战着我们的利益、安全和价值观”，〔25〕2023年3月，英国新版国防报告（Integrated Review Refresh 2023）也首度提及台湾问题，指责大陆在南海和台海上的立场“更加具有攻击性”。〔26〕可见，美国涉台认知战中对中国大陆的抹黑有损我国在国际上展现负责任的大国形象。
四、结语
随着认知域战略性地位提升以及美国对华战略竞争迈向纵深，认知战成为中美博弈的新疆域。当前，美国正利用其在国际上的资源、话语、技术等优势，在台湾问题上对华发起猛烈认知战攻势。特别是近来美国不断在对台政策框架论述、联合国第2758号决议等议题上进行挑衅，其在国际上散播“台湾问题不是中国内政问题”的图谋都对中国主权安全造成严重侵犯。对此，我们应高度警惕，一方面全面提升数字时代对认知战的战略研判水平，深化应对域外大国在台湾问题上对华认知对抗的机理研究；另一方面主动“走出去”，打破美国在国际社会引领舆论常态，讲清台湾问题是中国内政的历史脉络和事实逻辑，重新塑造国际社会对台湾问题的正确认知。
